The median income comparison (§ 707(b)(7)) is the first step of the Chapter 7 means test. Your gross monthly income, averaged over the six calendar months before filing, is annualized (×12) and compared to the figure in this table for your household size.
At or below the median: the presumption of abuse does not apply. You are not required to complete the full means test (Form 122A-2), though the court may still consider your actual financial situation.
Above the median: Form 122A-2 determines eligibility. Allowable IRS expense deductions are subtracted from income — you may still qualify for Chapter 7 even if your income exceeds the median threshold.
